COOL PUT ON ICE

President Bush has signed a $100 billion food and farm spending bill that includes another two-year delay of mandatory country-of-origin labeling (COOL) of meat. The mandatory COOL program was originally scheduled to take effect in 2004, but implementation was pushed back to 2006. Now the bill pushes the program back to September 2008.
