NEW LOCKS JUSTIFIED?

Seven new Upper Mississippi River-Illinois Waterway locks proposed by the U.S. Army Corps of Engineers are said to have little economic benefit, says a new study from the Nicollet Island Coalition and analysis from Don Sweeney, associate director at The Center for Transportation Studies at the University of Missouri-St. Louis.
